Every community has its bright spots—those individuals whose actions and energy make life better for everyone around them. For BGE, one of those bright spots is Jim Winbourne, T&S Relay and Control Supervisor, whose passion for service and leadership shines far beyond the workplace.
Jim began his journey at BGE in 2012 as a Relay and Control Technician Trainee. From day one, he embraced opportunities to give back, supporting veterans through Exelon Military Actively Connected (EMAC) and volunteering across Maryland. His personal commitment? 100 hours of community service each year. For Jim, “Good Energy” isn’t just a phrase—it’s a way of life.

One moment stands out: Jim helped BGE earn the Stars, Stripes and Chow Chili Cook-Off Judges Choice Award with his signature “Life’s Chili.” But the real win was the impact—$87,000 raised for The Baltimore Station, supporting veterans in need. “Seeing how much that event helped our community means the most to me,” Jim shares.

Jim’s positivity is contagious. Known for his “Cheerleadership,” he brings energy and connection to every event and team interaction. Even when challenges arise—like complex capital work—Jim advocates for solutions, such as implementing Lessons Learned sessions to make life easier for field technicians.
Looking ahead, Jim hopes to stay with BGE and see more veterans join Exelon through programs he helped champion, like VAOJT (Veterans Affairs On-The-Job Training). This program provides U.S. Armed Forces veterans hired as Utility Trainees with additional compensation from the VA without affecting their BGE or Exelon salary. For two years, veterans receive a monthly housing allowance—100% for the first six months, then 75%, 50%, and finally 25%. In Baltimore, that’s approximately $36,000 over two years. BGE is proud to be the only company in Baltimore with this VA-approved training program, and Jim played a key role in making it happen.
Jim’s journey reminds us that Good Energy is more than power—it’s purpose. Through his dedication to community service, his commitment to veterans, and his leadership in creating opportunities like VAOJT, Jim is helping build a brighter future for Maryland.
