
Twelve years ago, Baltimore’s Johnston Square neighborhood was overlooked and underserved, inspiring little financial investment and even less hope. Regina Hammond set out to change that.
She founded the Rebuild Johnston Square Neighborhood Organization to rally the community, uplift residents, and implement exciting new programs and events.
“We listen to our community and act together to realize the vision,” says Hammond. That vision has included gardens, landscaping, and art to beautify the neighborhood, preserving time-worn homes, and promoting development without displacement. The organization is deeply committed to creating safe and engaging spaces for neighbors to come together and enjoy.
Rebuild Johnston Square Neighborhood Organization has planted more 350 new trees and converted former dumping grounds into ornamental gardens. Their weekly fitness classes foster health and community connection. They offer education, training, and employment opportunities—and they’ve attracted a new branch of the Enoch Pratt Library, to open September 2025, a vital new resource for our residents. That’s just the beginning.

BGE’s Community Safety Grant helps build upon the organization’s more than a decade of transformative work. “Getting the grant was a pivotal moment for us. It affirmed the importance of our efforts and provided support we needed to enhance safety and community identity,” Hammond says.
“BGE supports our mission to enhance the quality of life for residents through visible improvements and helps us continue the work of reclaiming our neighborhood, street by street. Because when people see progress, they begin to believe change is possible.”
